Can anyone give a me a brief explanation on the custom enchant books and how much they are worth?

The custom enchant system on decimate is divided into 3 tiers, you can see a list of the enchants by using /ce. The chances for
A book to be successful or to be destroyed can be changed by applying dust which can be gained by “tinkering” enchant books through /ce. If you have any other questions about them feel free to ask me.

And certain enchants are worth more than others, most of them being level 5 Legendary enchants such as hell forged 5

As previously stated enchants are arranged into 3 Different tiers ranging in cost from "5,000" - "10,000" and "15,000" experience ( Not levels ). Each book that you purchase from /ce will come and a success and a destroy rate. A success rate is the rate of success that the book will apply onto the item you are trying to apply it onto while the destroy rate is the chance of destroying the item you are trying to apply it onto.

Another aspect of Custom enchants is "Tinkerer", if you type /tinkerer or enter it through clicking the Nether star in the /ce GUI. With Tinkerer it allows you to put in books of any tier and exchange it for gunpowder which when right clicked has a chance to turn into Dust that can Increase the success rate ( Sugar ), Decrease the destory rate ( Redstone ) or simply turn into nothing. This Dust is essential in successfully applying books so it is highly suggested that you tinkerer unneeded books.

Blacksmith is also a aspect of Custom enchants, This can be accessed by either typing /blacksmith or by clicking the anvil in the gui. The Blacksmith is essentially a GUI anvil which allows you to combine the same custom enchants to a higher tier e.g Gears 1 + Gears 1 into Gears 2. Extremely useful when trying to get good high level enchants for god sets.

White-Scrolls are essentially the way to protect books from being destroyed by the destroy rate that comes with custom enchant books. If the item is to destroy by the destroy rate of a Custom enchant book it will destroy the white-scroll instead of the item. To Obtain a white-scroll you purchase it from /ce for 500k.

Black-Scrolls are used to remove certain enchants of a item. Black-Scrolls come with a certain percent chance, this means when it is used it gives a random enchant on the item a certain % rate as a CE book again. These can be purchase from /ce for 400k.

The worth of each custom enchant book is based on the demand and rarity of the book.
For example, a Hellforged V is more valuable than any other book, like Gears II. This is due to the rarity of the book and also the ability/abilties they offer. Hellforged automatically repairs a worn item while walking, while Gears offers infinite speed effect when applied to boots.

In my opinion, you should check out the auction house (/ah) and see what the current price is for a certain or similar book. You could sell the books for less or more, depending on how fast you want to sell it. A smart thing that most people do is enchant items with several books and then sell the item for an even higher price, since premade sets are more in demand than single books.
